The opposition parties want to pass amendments in tomorrow’s Queen’s speech, and only need seven MPs to join them to dismantle the minority Government.

The proposed amendments are likely to cover a range of issues from an open Irish border, access to the single market, improved rights for tenants, united Brexit negotiations and more money for the NHS.

Historically if the Queen’s Speech is amended the Prime Minister must resign.

A House of Commons source told the Telegraph that a successful amendment “would be a unique situation – they would have to make a decision if the Government was strong enough to continue”.

Mrs May could be saved by the Fixed Term Parliaments Act 2011 which made it clear that only a vote of no confidence in the House of Commons can remove the Government.

Labour’s chief whip Nick Brown met the Lib Dem chief whip Alistair Carmichael to discuss the plan to topple Mrs May, according to reports.

Labour are reportedly keen to implement a housing amendmen following the Grenfell Tower atrocity, which would allow tenants to demand improved fire protection measures.

One Labour source said it was “time to stop hiding behind red tape and [start] protecting lives”.

The Liberal Democrats are keen to certify an open Irish border and would like the Government to commit to spending some of the £350million the Vote Leave campaign – headed up by Cabinet Ministers Boris Johnson and Michael Gove – on the NHS.

Tim Farron, the outgoing Lib Dem leader, said: “As part of our amendment to the Queens Speech we will be putting a clear statement about an open border for Ireland. This is not tribal and pretty reasonable.

“This puts the Government in a tricky spot and offers us the chance to defeat them, the first time since 1924 that’s happened. Freedom of Movement matters and this is a clear way the other parties can work with the Liberal Democrats.”
